What is JoFotara, and does it apply to me?

JoFotara is the national e-invoicing platform launched in December 2022 by the Income and Sales Tax Department (ISTD), together with the Ministry of Digital Economy and Entrepreneurship. It replaces paper and unstructured digital invoices with a single, government-validated electronic system.


Here is the part many small business owners miss: it applies to everyone. The mandate covers business-to-business, business-to-consumer, and business-to-government transactions alike, and the ISTD has confirmed that no sector or entity type is exempt. How JoFotara actually works

  2. The invoice is sent to JoFotara, which validates it instantly.
  3. JoFotara returns a unique QR code.
  4. You give the client the final invoice with that QR code on it.

Only an invoice that has been through this process and carries the QR is legally valid and tax-deductible. That is why “I’ll just print a receipt” no longer works.

  • Your business’s tax number and active registration with the ISTD.
  • Your business details: legal name, activity type, and branch information.
  • Access to your ISTD online account (or the ability to create one).

  1. Confirm your ISTD registration. You must be a registered taxpayer with a valid tax number before you can onboard. If you are not registered yet, do that first through the ISTD.
  2. Create your JoFotara account. Access the national billing system through the ISTD portal and register your business. You will link it to your existing tax file.
  3. Enter your business profile. Add your legal name, commercial activity, and each branch or location you operate. Accuracy here matters it appears on every invoice.
  4. Generate your integration credentials. JoFotara issues you a Client ID and a Secret Key. These are the keys that let your invoicing software talk to the platform securely. Treat them like a password and never share them publicly.
  5. Choose your issuing method. Either use JoFotara’s own interface to key in invoices by hand (fine for very low volume) or connect a compliant system using those credentials (the practical choice for a busy salon or clinic).

Step-by-step: issuing your first compliant invoice

Once you are registered and connected:

  1. Map your data to the required format. Your system must produce invoices in UBL 2.1 structure, including your tax number, the correct General Sales Tax (16%) treatment, itemised services, and totals.
  2. Test before you go live. Issue a test invoice to confirm it validates correctly and returns a QR code. Fixing a formatting issue now is far cheaper than discovering it during an inspection.
  3. Go live. From here, every real invoice flows to JoFotara for clearance, comes back with its QR, and is handed to the client all in a moment at checkout.
  4. Store everything. Keep your electronic invoices in tamper-proof storage for a minimum of four years, so you can produce them instantly if the ISTD asks.
