If you run a salon, spa, or clinic in Jordan, e-invoicing is no longer optional it is the law, and the tax authority is actively enforcing it. Since 1 April 2025, under the Amended Billing and Control Regulation №2 of 2025, every business must issue its invoices through JoFotara, Jordan’s National Electronic Billing System. An invoice issued outside JoFotara is no longer a valid tax document. This guide explains, in plain language, what JoFotara is and exactly how to register and start issuing compliant invoices even if you have never touched anything technical.

JoFotara is the national e-invoicing platform launched in December 2022 by the Income and Sales Tax Department (ISTD), together with the Ministry of Digital Economy and Entrepreneurship. It replaces paper and unstructured digital invoices with a single, government-validated electronic system.

The mandate covers business-to-business, business-to-consumer, and business-to-government transactions alike, and the ISTD has confirmed that no sector or entity type is exempt.
